Which is better way? Fax Inquiry or E-mail?

Even, csc.xII.485@usdoj.gov doesn't seem to be working.
Any idea?

Don't email! It pollutes environment (mail-server needs energy, energy needs oil, oil pollutes environment).

INS uses top of the line junk mail filter. Apparently, mails from all unknown sources are automatically transfered into an unrecoverable form by the filter.
