which happens first, assign case to an officer or FP notice

HI, all, I just talked to IIO and understand my case was assigned to an officer yesterday. I have not received FP notice yet. (my RD: Mar, 2001, response to RFE was received by INS on June, 2001). Question: 1)which happens first, assign case or FP notice, 2)usually how long it takes after the case is assigned? 3)when FP will be issued?

Please help. thanks.
 
its my understanding that only after FP case is assigned to officer. Did u tell IIO, that you have n

How did you get RFE before getting FP, INS doesn\'t look anything about case until FP is Complete. Sometimes during sorting if they see some documents missing it goes to Customer support and they issue RFE
