Which country to go for CP

If a couple are from two different countries, which country should they go for CP? Do they have to go to their individual home countries, or both can go to the country of the primary applicant's? Can they go to the primary applicant's spouse's contry for CP? Thanks.
 
I am from India; my wife is from Russia and our daughter has Russian passport (though born in India). I am the principal applicant and we all are going to India (Mumbai) for CP.

The visa quota is taken as principal applicant's country's quota. If this quota is full, dependent's country's quota can be charged. This is just for information - for employment based categories, quota doesn't matter currently.

Totally concur with jigesh. By default the CP interview is scheduled in primary applicant's home country but you can always request interview in derivative applicant's country with a valid reason. But make sure to take the visa of that country ...so in your case your wife & child (if not indian citizen) will need to get an tourist indian visa prior to visiting india for usa green card cp interview.

The primary applicant's country does not take AC I-140, but the spouse's country does. Is that a legitmate reason to request an interview in the spouse/derivative's country?

To start with it is not the countries' that do not allow AC I-140, it is certain consulates within those countries that may not accept AC I-140 due to excessive workload or other reasons such as New Delhi & Mumbai accept in India whereas Chennai does not since Chennai caters to the bigger portion of India's IT folks and hence does not have the time to do AC I-140.

Now to answer your question, yes you can apply @ the consulate in your spouses country and cite the reasons as your consulate does not accept AC I-140 (logical reason) plus you were anyway planning a family vacation in your spouses country (family/ emotional reason) It should get accepted. You may want to include both your passport copies to prove that your spouse is eligible for this consulate and hence you too although you are the primary!~
