Which foreign countries by bilateral agreement report US drivers's
traffic ticket to US? This way you can know which to report and
which not to report on N-400 form in the future. I can only think
of Canada right now.

It is stupid to report traffic violations in foreign countries
to USCIS if they have no way to know. They would not
even appreciate your honesty.

Driver record/traffic issues are not federal matter, but state matters. So it's unlikely there is be any agreement with another coutry with US govt.

No, not sutpid because "good moral character" should not be detemined by location of violation or country's boundary.
