Which Consulate?

My mom got Visa from Mumbai, at that time she was staying at A'bad. Then she moved to Rajasthan and applied for Visa from Delhi, but recd. 2 rejection from Delhi. Since last 2 years she is again moved to A'bad.

In which consulate she should apply now???

Can some one help on this.

I don't know what A'bad is: Aurangabad? Allahabad? Ahmedabad?

Whichever consulate has jurisdiction over her CURRENT residence.
