which center to file I-140

HI, all, I have a question:
I would like to file EA or NIW. I am working with a large institute whose head quarter is located within jurisdiction of Vermount center. However i am working at a branch, located within jurisdiction of Nebraska center. Where should i file? Can i file to Vermount?
