which center should I apply to??

My case is F2->F1.
I am living in NY and going to CA. My school says I should apply to CA center. but I called the BCIS twice, both times they told me I live in NY so I should file to Vermont.
I told the school that but they insisted I apply in CA. I am really confused now. Can someone help me out?
 
where to file

I am in a similar situation moving from Southeast to CA. The school F1 counselor advised me to file in Texas, under which my current residence falls. This was also echoed by the lawyers.

Any suggestions on how to show proof of intent to return? Thanks.
