which canadian consulate is best

I received my F1 visa in France while i was an exchange student, but i am kenyan. i intend to go to Canada this June to renew it. do you think i will have any problems. which consulate has best results.

just saw that you have a kenyan citizenship? in that case you will need a visa to go to canada.
