Where to send EAD application?

"If your response to question 16 is (c)(9), file your applicationat the same local USCIS office or Service Center where you submitted your adjustment of status application "

As per above instructions from I765 form, EAD application should go to field office where your I485 is pending, however SFO advise, it needs to go to NBC. Confused?

I sent my papers to VSC, where my 485 is still pending. That's what my lawyer told me to do..
