Just citizens of SR impacted countries. If your country was on the NSEERs blacklist ABSOLUTELY follow the guidelines. You can be barred from future entry in the US if you do not. The instructions are also in the packet you received during special registration.

If your adjustment of status is pending, do you still need Canadian Visa to visit Canada?

My friend Canada is not part of USA it is a country and has it's own rules and regulations therefore you need Visa to enter Canada your adjustment of status is pending is not relevant to Canada.

that's right. you will need a visa unless you're country is exempt from Visa requirements in Canada. One question: do Green card holders need a visa to enter Canada? I was under the impression they were granted exemption, but am not sure.

SR is our shortcut for Special Registration. BCIS is enforcing the Attorney General's rule that all non-immigrants from 19 Islamic countries (+ North Korea) must register and get fingerprinted at a local BCIS country. Most of the countries on the list are from the Middle East. Non Middle Eastern countries include: Indonesia, Pakistan, Bangladesh, Sudan, Eritrea (I think).
