Where to get emergency AP

My father need to apply for emergency AP (Advance Parole) to go back to China to visit my mom, who is now in medical emergency. My questions are:

1). He lives in Queens, New York, should he go to USCIS office located in Garden City, New York or 26 Federal Plaza in Manhanttan? (He just finished his Green Card Interview today in Garden City with I-485 pending due to unfinished name check. Some forums say some people wasted two hours in 26 Federal Plaza only to learn that their file had been transferred to Garden City and 26 Federal Plaza had no information about their cases)

2). Does he need to make an Infopass appointment? (It seems that Garden City is not a full service office and has no infopass available)

3). Is it possible to get AP in the same day?

Infopass

Emergency AP is thru InfoPass. You need to take evidence of emergency and be able to prove the emergency. If Garden city does not give InfoPass appointment, then you need to go to the nearest place that gives InfoPass. The AP may be given the same day but sometimes they may ask you to come back in a couple days.
