He is working with a large institute whose head quarter is located at east, within the jurisdiction of Vermount center. However he is currently working at a branch at north west coast, which is within the jurisdiction of NSC. He is on H1-B and all the employment documents are through head quarter.
Now, he would like to file I-140 through EA or NIW, where should he file?
Vermount or Nebraska?
He wants to file a self-petition so this question is kind of important to him.
