Where to file I-130 ?

I will be petitioning for my mother (who is in the U.S currently on visitor visa). Should I be sending the I-485 package which includes the I-130 to Chicago Lock Box. Is this correct?

When filing for my father (who is in India) should I be sending the I-130 to VSC and not to Chicago (because I will be filing from NJ) - Is this correct? Can someone confirm please?

My confusion was - if I was filing for my parents together, I thought I need to send both their petitions to the Chicago lock box together, regardless for whom I-485 package is filed.

In Section D: Other Information of Form I-130, it says :
If separate petitions are also being submitted for other relatives, give names of each and relationship.

If I were going to send their petitions to two different centers (one to Chicago, and one to VSC probably at different time periods) what should be my answer to the above question? Should I list my Mom's name in my Dad's application and my Dad's name in my Mom's application? Please clarify.

What do you mean by together? At the same time? You're filing 2 separate petitions. And, since the procedure is different for your parents, they go to different addresses.

It doesn't ask you if you're sending other petitions to the same address. The question is about petitioning other relatives. So, YES, you should list their names. Also, when filling out I-864 you should add number 2 to the number of members in your household in both forms (your dad's and your mom's).

I think you should write the name of either parent in the application. When I was filing for my brother and sister at same time, I wrote my sister's name in my brother's I130 and my brother's name in my sister's i 130.

Yes that is what I have done. When they will see the date of filing, they will understand that these applications has been filed at same time.
