where to file EB-1 OR

I am living in NY, NY. Where should I file the petition, Vermont center or Nebraska center?

All applications should be sent to Nebraska irrespective where you live.

do you know how to address the recommendation letter?

for example: uscis
****(which center we should specify?)

letters can be just addressed to NSC or TSc or just BCIS
actually it doesn't matter!!! as long as its addressed to center!!
