Where to file 485..

[seeking GC]

I have a situation. I-140 pending in Texas Service center. But, if one lives in Virginia, should 485 pettion be filed in Vermont since Virginia comes under Vermont. When the 485 application was sent to Vermont, they returned it saying that it must be filed in local office in DC. Where should the 485 be filed? In Texas, DC or Vermont?
