Where to apply from outside USA?

Dear Experts:

I am planning to apply for I-140 NIW or EA self petition. I am currently in Ontario, CANADA. (My mailing address in Canada and if needed I can also give mailing address in India-my parents are in India).
I find INS California Service Center is the fastest, followed by Texas.

1. Which service center I should apply? Is there any restriction?
2. Is there any such thing that one service center is easy for NIW than that of others?

Please reply. Thanks a lot in advance.
 
You can pick any of the service centres. I'm in Australia awaiting my final consular interview (maybe May) and I chose TSC and submitted EB2-NIW September 10 2001 and was approved September 18 2002. This did include one RFE. I guess the fastest may seem best but I bet there is a difference between service centers for the NIW. I believe TSC knows what they are doing with regards to the NIW, but I have no experience with others.

By the way study up on the NYS DOT appeal and cover off the standard questions precedent in this case. Also have your references narrate around these points. I decided to use no letters in my initial application and then I used three letters to answer the specifics of the RFE, but you may wish to get more and select the ones that really help with the NIW specifics.

Thank you so much for your input. I have two more questions.

1. What should I answer for the following?

On INS form I-140, Page 2, Part 6: Basic information about proposed employment:
It asks for Address where person will work?
Is this a full time position?
Wages per week?
Is this a permanent position?
Is this a new position?

2. Reference letters need to be US or can I submit Canada and India reference letters?
