where should we file?

My wife is currently in California. I am a USC living in Oregon. I will join her soon but not in next two months. I want to file petition for her. Should I use her address, or do I have to use my address? When this case goes to local office, will it go to San francisco office or Portland office?

Yes, you are right. The INS stared phase two already.
Everyone should send their applications to Chicago Lockbox Facility now.
 
but let's make something clear

let me see if I understood......

mailing the application to chicago (lockbox facility) it does not mean we are filing in Chicago, they just going to review it there and then send it to whatever office they need to,

in other words, on form I-130 question 22, they ask you :
if relative is in US they will file at the office at........ (city, state)

that will be the local office each one of us live near to,

Right?????


And another question,

they give you options to mail, one for us postal mail and the other one
for private couriers (ej fedex)
Does anybody knows if sending the application to one or the other would be better, timeline wise; maybe they get more mail in one or the other ?

If you want your application to reach the center faster try Priority Mail or next day Express Mail.
I usually send my applications by priority mail – 3 days maximum, more secure then the regular mail and you can track the delivery.
