Where should I send I-485?

Hello,

I confused, someone said, I should file I-485 to Baltimore (Local INS in Maryland).
My I-140 was approved and I live in Maryland. I thought filing to local is only family-based. Is it true?

You need to file at VSC. If necessary INS will transfer the case to local INS.

actually , for Baltimore , all 485 are filing with VSC, including family-based

check INS web sit, it clearly has such instruction.
