where should I fill the package?

sorry but a lot of links in the sticky thread "How to Apply for a Green Card- Do it Yourself " are not working anymore. Could someone explain where do u file the package? since I saw many ppl send to Chicago lockbox, why not NBC? I am in NY.

That's why USCIS has instructions for each form. They have the addresses and the rest of the info.
