Where ohwhere is our I-130 NOA

I mailed my 1-485, 1-765 and 1-130 to Chicago and have recieved NOA for the first 2 but not the I-130. called the customer svc # and some lady told me to have my husband call and then when he called someone told him (without looking up any infor) that it was still too early and to just wait. is this the norm or did we miss it
 
I put in my change of address request as the 1-130 was not deliverable a month ago . I have still not received the NOA .
