Where is my N600 being processed if I live outside the US?

I found this in the USCIS website
"N-600’s, Application for Certificate of Citizenship, will be sent to the Field Office that has
jurisdiction over the applicant’s home address."

But it doesn't say anything about people living outside the US

Any one knows?

They expect N-600 applicants to be living inside the US.
