Where do I get a picture taken in the US?

State is MI (southeast region) if that matters. I'm having a hard time finding a place where I can take a photo that follows the guidelines. They either refuse to look at the sizing guidelines or won't provide a digital image. The former is because they say they only do passport sizing and probably have an already set sizing template and don't want to bother with the sizing rules, which is fine, I can do that myself. And the latter is because they say they only do passport photos and they're always printed. I've checked places like CVS and Walgreens and they don't do digital copies either and Costco removed their in-store photo centers early this year. I'm looking up photo studios in my area and they all charge $100+ for a "headshot" or portrait photo. I don't have a professional camera or a set-up for a photo and have asked friends if they have one but no luck. So any suggestions?
 
The photos you are required to provide are standard US passport size, so you should be able to get them done anywhere (the sizing is the same). I believe there are online options too that you can try if getting a digital copy is the main obstacle. Btw you can also use a cellphone and use the photo tool to get the specs right - speaking from personal experience a cellphone photo is perfectly fine.

The photo tool is trash tho. All it does is crop it to 600x600px. I was able to get a picture and do the sizing myself. I checked in photoshop that the requirements were met and the file size is correct. I uploaded a test photo onto the tool that I knew didn't pass the requirements, and the photo tool accepted it, cropped it, and made it even worse.

Btw, reading the official instructions, it states the photo must be 600x600px but the website for digital image requirements states that the min size is 600x600px and the max size is 1200x1200px. So do I go by the instructions or the website? Is 1200x1200 fine?
