When you applied NIW, did you submit ETA 750B?

I applied NIW in February last year and I did not remember that I filed ETA750B. My I-140 was approved in February this year.
Today, I went to INS web site and it says that an NIW application must also submit ETA 750B. Is it a new regulation or I simply forgot to submit ETA 750B and INS did not catch it?

Most likely the latter. I submitted the 750B with my I-140 back in Dec, 2000.
