normally 7-8 business days.

Usually a couple of weeks, but occasionally it has taken longer and in some cases never arrived. If you haven't changed your address you should be getting it sometime this week. But I suggest you start preparing for emergency AP while you wait, e.g. collect the documents and information. In case the AP doesn't show up and you HAVE to travel, then eAP might be the way to go!
Other than the above vague predictions if you are looking for concrete data then you have come to the wrong place. An astrologer/palmist would be a better bet to interpret INS/BCIS's mysterious ways.
