When to file re-entry permit?

I am planning to go to India for long period of time in July 2004. I am wondering whether I should file re-entry permit now. I read in the forum that there is a backlog. So here are my question,

1. How early one should file for re-entry permit?
2. What happens if the approved re-entry permit doesn't come before deperture?
3. What happend if plan for going to India get postponed? Is reentry permit effective moment it get approved or it become effective once journey has been commenced?
4. How long is the same time period to keep the GC and as well as applying for Citizenship?

5. Can somebody apply for citizenship and go to India before taking the oath?

Somebody please reply these questions. Thanks in advance.
 
Do I loose re-entry permit?

If the plan get changed and I don't use the re-entry permit then do I loose it? In other word if I don't use it, can I apply for one more OR 2 more?
