When to apply Police certificates

Hi,my friend filed a I-130 petition for his wife.And she should soon be getting the interview letter from the chennai consulate.And she would be needing 2 police clearance certificates.
My question is can she start collecting the police certificates now itself anticipating the interview date to be in about a month's time? Or does she have to wait for the interview package before she can obtain one?And how long before can we actually obtain the certificate?At the time somenone applies for I-130,at that time itself or before the interview?Does the chennai consulate need a minimum time frame?
I searched the forum for this query but could not find an answer.
Your help would be appreciated.

First of she need to have packet 3. After getting packet 3 she has to coplete all required documents and throught medical check up. So if your wife got packet 3 then she has to complete documents mention in packet 3.
