When to apply for CP

Hello Gurus,

My I140 is in process and Consular processing was not mentioned on it. I have applied for I485. If my I140 becomes current can I still apply for Consular Processing?
do I have to wait for the PD to be current to apply for CP?

there would be 2 options one is attorney certified CP and the other is filing of I-824 to request change from AOS to CP. the first option is not accepted in every consulate and the second option takes about 1 year before it just converted from AOS to CP.
