when should we send letter to Senator for help

Since we do not know what the ins is doing.

Iam thinking to send letter to Senator in CA
for help about my case. I am not sure
what't the best time?
My case is RD: 10/16/01; ND: 10/17/01
FP: 3/26/02 SJ. AVM: process resumed...

Also,
from INS online page:

what's about the time frame? it is on
i-485 receipt or FP receipt or else?
