When should i file USC

I will be eligible to file for US citz. in Feb (Got my GC in May 03). I am travelling out of the country between Beg. of Feb till mid of March. When should i file my citizenship.Is there a rule that i have to be in US for sometime after a international travel?

You can file as soon as you get back from your trip. There is no min time required between travel and filing, but you will have to include that latest trip on your N-400.
 
You can apply once you complete a period of '90 days short of 5 years' of continuous residency post-GC. Just calculate '90 days short of 5 years' using exact dates (do not approximate) and date your application accordingly. They will reject even if you are off by 1 day!! So, again - do not approximate.

You're trip won't cause any concerns as long as you haven't accumulated too many out of the country trips like that in your years being a PR.

If you file before, just know you would need to come back for the Finger Print appointment and then come back for the interview. So it's best to wait till after your trip, or you might be having some problems getting flights back and forth like that...

Yes, you can travel even after applying....I had a 2 week trip about a month after I had filed my N-400.

Just remember that you need to still comply with the continuous residency requirement up through your oath ceremony, including any trips you make after filing the N-400
 
For any foreign trips that you made after filing the N-400, you will have two opportunities to update your records - first is at the citizenship interview where the IO will ask you if you made any foreign trips since your application was filed, and possibly verify using stamps in your passport. Second (for trips made between interview and the oath) there is a questionnaire you need to fill out before your oath where you can list your most recent trips made after your interview. Here again it is a good idea to have your passport handy so that the stamps (unless the trips were to Canada) can be verified.

Same thing I mentioned above. You need to be present in the US for the Finger Printing and then be present in the US for the interview. They assing the dates, so you would have to have access to your mail and in some cases you may not have much notice. So be prepared to fly back at a moments notice to make the date or they'll consider it abandoned...
