When is the name change actually happens?

When is the name change actually happens - during the interview or during the oath ceremony? At the interview, they ask you to sign everything with your new name. Does that mean the name was changed already? I thought the name change happens only at the oath ceremony. Please clarify.

At the oath ceremony. You will receive the name change certification signed by Judge. The paper you signed during your interview with new name is the actual name change pertition, which will not take effect until signed by judge.
