When is the earliest time to apply for citizenship?

Hi friends,

I heard some people saying you can start to submit your natualization appplication n-400 3 months prior to your 5-year GC anniversary (some even say 6 months prior). I checked this on USCIS website and the Natualization Guide published on the site. I found nowhere saying submitting 3 months prior is permitted. It just says you have to live in US at least 5 years. Could you please advice? When is the earliest legal time to submit the natualization application (n-400) ?

And to be pedantic, I must point out that it is 90 days, NOT three months. I have seen applications rejected by calculation being one or two days off. Count the days exactly.
