When is an RFE generally generated- a couple of months before RD??

I would like to know, if an RFE is raised, when is it generally done. Is it a couple of months before RD.

I have seen few cases where RFE is raised 3/2 months before the RD of the concerned persons. For e.g if X person's RD is Aug 27th, I have seen cases where he has got an RFE dated May, does this mean that his file has been assigned to an officer in the month of May?. Can some one explain the procedure.

Once you send your i-485 papers, depending on the service center it gets picked up by an officer within 9-12 months. He scrutinizes your papers and if something is missing (e.g you havent taken all the vaccinations ) or he suspects something is wrong (eg if you changed your address in between they may think you have changed jobs ) he issues an RFE. After 9 - 12 months from your RD you generally get an approval or RFE.
 
Normally, when they receive the application, they check if you filed correctly with all the necessary documents and payments.
If something is missing, then an RFE is generated immediately.
Maybe due to insufficient payment or wrong ADIT pictures.
Other than that, RFE's for more evidence comes after the RD.;)
