My friend (India) applied for PR in Feb 2005 (Buffalo) and he got AOR saying his application is started on March xx 2005 and then he gets a letter from Consulate in May 2006 that he needs take IELTS.
I had applied in oct 2005 and my application was returned to me suggesting I need to IELTS, so I took IELTS and sent back the application In Jan 2006 and got AOR for date of Jan 2006.
I am confused what took consulate so long for my friend ( 1.3 years) to let him know that he needs IELTS. He hasn't seen his IA yet, so that confuses me more as if his IA was sort of done. My friend had initially submitted a letter suggesting his job experience in US for past 7 years and he being expert in English language for read, write, speak , listen etc.
I am not so worried about Consulate asking for IELTS, its just that why it was so long for him and for me they wouldn't even accept my application without IELTS.
