When does the 180 days count start?

Hello Gurus,
A small question for using AC21. In order to use AC21 when does the count of 180 days start? does it start from the I-485 application receipt date or the USCIS notification date ?
Experts please comment.

I asked my lawyer last week the same question - the earlier one - which I believe is the receipt date.
