When does 180 days rule start counting?

Just wondering when does 180 days rule start counting? I was told that it starts on the day CSC send out receipt. someone also indicted that it starts when CSC receive the package, which could be just a couple of days after you send your package?

Pl. help. what is it then?

I had the same question before. I found out there is not a rule for that yet. A lawyer said it is from the day your package arrived INS mailroom. Another lawyer said it is from ND. My lawyer said it is from the received date for cashing check. I was told by an IIO in CSC that it is from ND. I was told by an IIO in VSC that it is not clear in VSC yet, she thought it possible from RD. I think it will be safety if you count it from ND.
