When can someone apply for GC for their parents?

Hi,

I heard from a friend that at the time when a Green Card holder apply for his citizenship, he can also help his parents to file their Green Card applications at the same time. He doesn\'t have to wait until he actually gets his citizenship then to file for his parents. Is this true? Have any of you heard about this regulation? Please advise, and thank very much!

My GC was issued 9/18/2001. I read the instructions of the N-400 form and learnt that I can actually file 3 months prior to the completion of 5 yrs. Doe this mean that I can apply on 6/18/2006? I have resided continuously in the USA.

Also, what is the process of getting my parents over after naturalization? I am the only child and both of them are over 60 yrs. Does that help in any way in expediting the case?

Yes, you can apply after 06-18-2006
You have to file I-130 for your parents and then the application would get approved by the USCIS and then by the NVC. This process takes at least 6-8 months. Then the application would be transferred to the US embassy in your home country. from there, the application could take another 2-5 months.

Does one have to be physically in the country to sponsor parents? I'm hoping to be naturalized this summer and want to sponsor my father. However, I'll be attending a graduate program in England for a year.

I don't think you can file I-485 concurrently if your parents are not in the US. The following is a quote from http://uscis.gov/graphics/howdoi/parentapp.htm:
"After Filing Your Petition
If your parent is currently in the United States, your parent may be eligible to file Form I-485, Application to Register Permanent Residence or to Adjust Status, at the same time as you file Form I-130, Petition for Alien Relative."

anahit is absolutely right. My brother's wife in the states filed an I-130 for him, and he got the immigrant visa this past Tuesday! He didn't need I-485.
 
Anybody coming in to the US from abroad with an immigrant visa don't need an I-485 (to adjust status) since he/she is already coming in with an immigrant status.
All that is needed is to be admitted into the US by an immigration officer at an authorized POE in order for that immigrant to be officially categorized as an LPR!

But once he is in the States, what does my brother need to do. When is he supposed to get the physical card. Anybody has an expereince?

He needs to apply for Social Security Card and driver license (or state ID card). His Green Card will come in the mail. When? Nobody really knows. It varies from 2 weeks to several months.
