When can i submmit the citizenship application

Somebody knows how long before than i get my five years as resident can i submmit my citizenship application?

90 days prior to completing the 5 year residency as a Permanent resident.

With some exceptions based on your exact circumstances. Read the "Guide to Naturalization" (available from the same USCIS page as the N-400 download). It covers every case.

And, remember, 90 days is 90 days, not 3 months (example, November, December and January total 92 days).
