You can apply 90 days before your 3 year anniversary.
I have a follow up on that if anyone can answer, lets say my 90 days is on april 12th, does that mean I mail my application on that day or before that day ? also is registerd mail the preferred way to send your citizenship application ? Thanks.

P.S are all n-400 application mailed to mesquite,tx regardless of what city you live in ?

Machismo,
First of all, the 3 years rule for in case you are married to a USC. If you are applying based on residency then you have to wait till the fifth year anneversary of your residency. Second, try to mail the application about a week after the time you become qualified to apply. I heard that in some cases they count the days exactly, and they could deny you for applying early even one day. So, i would be safe than sorry, one week won't hurt, specially that it's not clear wheather they should receive the application after 3 years exactly, or you can fill out the application and write the date down once you have the 3 years?
Regarding the service center that you should mail your application to, the answer is No, not all application go to Texas. It depends on your city of residency. There are four or five service centers, Texas, Nebraska, California, and another one i forgot :) but you can go to the website and look up where you should be filing your application. Make sure to double check the address on the package before you mail it, because you don't want you application to get lost as the process could take years between this center and that!
I hope i answered some of your questions. Good luck and let me know if i can be of any more help.

thanks sony55 for your answers. The reason I asked about Meqsuite,TX is because i am in texas, with san anotonio. I was'nt sure why it goes to mesquite. Is regular mail safe to do, or certifed is the way to do it ? thanks for all the help.

machismo,
Just think about it man, what would you lose if you send it certified mail?!! acouple of more dollars!! come on , be safe than sorry, it's for your own sake. I mailed mine certified with delivery confirmation to know when the USCIS received it. It worked good for me. The service was satisfying! I hope everything works out fine for you.
Let me know should you need any further information.

Once you mail your application and get confirmation from USPS of delivery, does INS send anything that shows the received the application and will process it ? tia.

I sent mine by regular 1st class mail. For confirmation you can use clearing of your check at your bank. Its highly improbable INS or postal service will lose the mail. I mailed my application 89 days before my 5 years and INS received it the next day. Good Luck! :)

If your immigrant visa has been in effect (see below) for 5 years, you can apply on your own, without reference to your USC spouse.

If applying on the basis of 3-years' marriage to USC, you have to meet two time restrictions : time married and time with green card (immigrant visa). You must have fulfilled both before you apply.

1) If you have been continuously married to the same USC for 3 years, you can file no sooner than 3 years after you married the USC.

2) You can file no sooner than 3 years minus 90 days from the date your immigrant visa came into effect. Depending on how you got your GC, this would be the date you recieved your GC approval stamp in your passport (if you adjusted status with I-485) or if you recieved your immigrant visa abroad, the date you entered the country with the immigrant visa.

So, for example...

If you had your GC before you were married, you can apply after 3 years.

If you recieved your GC at least 90 days after you were married, you can apply at 3 years minus 90 days after your immigrant visa came into effect (as described above).
