When can I apply for 485

My receipt date for labor is in july 2006 so I am thinking my priority date is that one. Recently, My I-140 is approved and would like to know when can I apply for I-485. Should I wait until priority date gets current or This rules has been changes. I was wondering what is Concurrent filing and who can file both at same time. Is there any other way I can file I-485.
