What's the difference between normal NC and expedited NC?

I see FBI officers keep on testifying that the main reason for long NC waiting is that there are multiple hits of similar names in the database and manual searching is needed over hundreds of agencies all over the world, which could take multiple years. At least they make it sound so.

On the other hand, we also see many potential 4-year cases are completed within 4 days after WOM is filed (from the court testimony record).

So I have a question, does that mean with expedited search, the FBI no longer needs to manually search all the records, and "national security" would not be compromised?

No it doesn't.
And that's why:

Regular NC. Multiple hits.
What will the FBI officer do? Right. He will put the case aside and started to work on another case.
When there is a pile of cases with multiple hits, he (may be another officer) will start to resolve these hits. How will he do it? He will send inquiry to another office (office that put the name in DB) and put the case aside.
When there is a pile of replies to inquiries, somebody will start to sort it and put it in the cases.
Then, when the first officer have time he will look at the "old" cases (3 million NCs a year will not give him a lot of time to look at them) and check if all the replies are in. If not, the case is put aside. Then after some time he will resend inquiries. And so on and so forth...

Expedited NC:
Well... There will be a dedicated officer.
He will not send inquiry, he will call and ask to send him a fax immediately. He will never put the case aside, he will work on a single case 8/5.

That is a difference.
