No body knows just how the processing happens. Guess may be the officers got a new load on their desks (or waiting for a new load to arrive on their desks) since they probably finished the earlier load. They must be looking at the new lot of cases came to them and hence the delay (just my imagination!!!)

Here's one more theory ...

Maybe the officers have met their Quota for July and they can relax till the beginning of August !!
Its a kind of reward for their hard(??) work
