What triggers LUD

Maybe this question has been asked before. What normally triggers 140 LUD?
My NIW 140 was sent at the end of Sept. to NSC and 485 was sent almost the same time. 140 LUD: 10/04/05, 10/21/05 . Just got the recepit of 485 today. RD: 9/28/05,ND: 10/20/05. LUD: 10/24/05. Did 495 recepit trigger 140 LUD?
What kind of scenerio do you guys have for LUDs? thanks.

Case is being touched (not necessarily being worked on) = LUD
RFE received = LUD
Case is being noted = LUD
and finally... case is being worked on!

Thanks. I looked at my cashed check for 485, the date on that is 10/21/05. I guess that is why my 140 got updated on 10/21/05.
