So. how long does it takes to bring your family member to the USA. Does America not care for it's families, I've been waiting for the FB1 to move beyond 22April, 01 for the last two years.

Does anyone know what would happen if I file, my i485, i786 without having a current PD, which is 30 April, 01.

you'd probably get an succinct rejection letter from uscis explaining that no immigrant numbers are currently available for your PD. they'd probably pocket your fees as well.
