What\'s it with so many BC RFEs??

Can you gurus and RFE recepients speculate why there is such an enormous number of RFEs on BC? Is it because we don\'t enclose the BCs or an affadavit from parents or is it that NSC is being extremely critical?

I can think of

2 reasons. Many people have BC without their name on it. It was not mandatory in country like India to have name ready when BCs are issued after birth. Second reason is Birth is registered within last 5 years. SO BC is issued with proper data but NSC still generates RFE for late registration. 2 affidavites from relatives are always good to have, if not sure about BC.
