What Role District Office play in I-485 approval process?

I want to know what role district office play in I-485 approval. I had come across varios different dates in various district office for I-485 Adjustment status - Employement ?

If every thing goes fine usually in employment based cases the local office/ Local office timings will not come into picture. If the I-485 case is transferred to local office then only you need to see the local office dates.

They may transfer it at any time. But usually when they want to take some decision. i.e. at last stage. Reasons are unknown. Some time for QC purpose they transfer the case. Some other times some problem with I-485 applications. No one is sure of reason. Browse I-485 forum you will get good idea.
