What priority date will be used??

I applied for labor via RIR and the first stage of labor ( state ) has been completed. What priority date will be used for the next stage ( federal Labor )

Date application went in for state level labor??
( 03/27/2003 )

or

Date application when it is pushed into second pile? ( 09/28/2003 )

What tracking date should I use?

For your federal processing, the date to check would be the day they received the application from the state. Your priority date (i.e. the day you applied first) will be useful if there is a backlog and the next stages (usually 3rd), needs to be regulated, otherwise, I believe all processing dates are dependent on the day the application is received for the particular stage.
