What other checks does the INS do after receiving FP report from FBI?

I am trying to figure out what does INS actually do after it receives FP report. I called FBI today and was told that the FP report went to INS about 3 weeks ago. Any guess what INS might do next?
 
That\'s what\'s nerve wrecking!

It shouldn\'t take much more time after that, other than looking over
everything in a person\'s file to make sure everything\'s OK, and coming
up with a decision. Of course, it depends how complicated the other
cases in front of you are, whether ILO needs to issue RFE, etc.
 
An d when the file is picked up from the shelf, where it sits after all checks are completed

In my case, file has been sitting on shelf since 01.10.02(as per IIO) and is not yet assigned to officer. Feel like pulling my hair out. Especially since I am seeing guys with much later RDs and FP\'s getting approved.
 
Someone posted on a different thread that they do background checks

based on the places/apartments you have stayed in. is that true? and how long can it possibly take!@#$%^^
