What matters? PD or ND

Guys,

When BCIS considers the priority of a 485 application, is that based on the priority of the Labor Certification date (PD) or the Notice date (ND) of the 485 application?

If it is based on PD, then can that explain why 485 approval does not seem that accurately chronological .. (that is february 2002 approvals before Nov 2001 pendings)

it's BCIS random pick algo....
PD does not make any sense as long as the visa numbers remain
current....processing is supposed to be based on ND...but finally
it boils down to your luck.
