Most Federal jobs are not available to GC holders. However, there are very many non-policy jobs in state and local government that don't require citizenship (e.g. teaching at a public high school or state university, being a programmer for a county government web site, etc.). But almost all police and fire departments require citizenship.
Ultimately, you have to look at the requirements for each job.
