What is with the fast FP notices @ VSC

I have applied for 485 EB2/India in June 2000 and got a FP notice
for August 2000. I have seen few others who got a prompt FP notice.

Will it mean I get an approval in 3 more months? (I hear you guys
saying dream on ;)

Is this a new practice by VSC? I hope I don\'t have to renew my FPs
every year..
